You can issue as many certificates and badges to a person as you'd like.
No. Badgy cannot be used as an ecommerce solution to charge certificate or badge recipients in exchange for their credentials. The credentials you issue are paid out of your allowance.
There are no additional costs to keep the certificate "live" after it is issued. However, if a certificate expires, and you need to re-issue a new one, that will require an additional credit.
You can send as many certificates and badges to each person as you like; we price based on the number of unique people you send them to.
For example, sending multiple certificates or badges to 'yourname@example.com' only counts as one credit against your plan's allowance, provided they're sent in the same year in your billing cycle. You don't pay ongoing carrying fees; existing credentials never count against your allowance.
